Responsible to the General Manager of Operation Standard Division for:

-      Chuyên viên Quản lý An toàn Khai thác Mặt đất chịu trách nhiệm quản lý và điều phối Hệ thống Quản lý An toàn (SMS) của Ban Khai thác mặt đất; theo dõi việc tuân thủ các quy định an toàn; phân tích tình hình an toàn khai thác; quản lý công tác báo cáo, điều tra sự cố/sự vụ; theo dõi các hành động khắc phục, phòng ngừa và bảo đảm thực hiện đầy đủ các nghĩa vụ báo cáo theo quy định của pháp luật, Cục Hàng không Việt Nam và Công ty.

The Ground Operations Safety Management Executive is responsible for managing and coordinating the Ground Operations Safety Management System (SMS), monitoring regulatory compliance, analysing operational safety performance, managing occurrence reporting and investigation processes, coordinating corrective and preventive actions, and ensuring all statutory safety reporting obligations are fulfilled in accordance with CAAV regulations, Government regulations, and Company requirements.

serves as the focal point for safety management within the Ground Operations Department and works closely with internal departments, airport stations, ground handling service providers, and regulatory authorities to continuously improve operational safety performance.

A.    Nhiệm vụ chuyên môn /   Specialized duty

-      Quản lý Hệ thống Quản lý An toàn (SMS) của Ban Khai thác mặt đất.

Manage the Ground Operations Safety Management System

-      Theo dõi việc tuân thủ các quy định pháp luật, quy định của Công ty và quy trình nội bộ liên quan đến an toàn.

Monitor compliance with applicable safety regulations, Company policies, and internal procedures.

-      Theo dõi việc triển khai các chương trình an toàn khai thác mặt đất.

Monitor implementation of Ground Operations safety programs.

-      Quản lý danh mục mối nguy và rủi ro an toàn của Ban.

Maintain the Ground Operations Hazards and Safety Risk Register.

-      Theo dõi việc thực hiện mục tiêu an toàn và các chỉ số an toàn (SPI).

Monitor implementation of safety objectives and safety performance indicators (SPIs)

-      Điều phối các chương trình cải tiến an toàn liên tục.

Coordinate implementation of safety initiatives and continuous improvement programs.

B.    Báo cáo và điều tra các vấn đề về an toàn Khai thác mặt đất /Gropund Operation Safety Reporting & Investigation

-      Tiếp nhận, rà soát, phân loại và quản lý các báo cáo sự cố/sự vụ an toàn

Receive, review, classify, and maintain Ground Operations occurrence reports

-      Theo dõi thời hạn báo cáo theo quy định của pháp luật, Cục Hàng không Việt Nam và của Công ty.

Monitor statutory reporting timelines in accordance with Government regulations, CAAV requirements and Company regulations about safety.

-      Phối hợp với các đơn vị liên quan và các sân bay trong công tác điều tra, xác minh sự cố

Coordinate occurrence investigations with relevant departments and airport stations

-      Phân tích xu hướng sự cố và nhận diện nguy cơ an toàn.

Analyze occurrence trends and identify safety risks

-      Lập báo cáo điều tra và báo cáo quản lý của Ban

Prepare investigation summaries and management reports of GOD concerning safety.

-      Theo dõi việc thực hiện các hành động khắc phục, phòng ngừa (CAPA).

Monitor implementation of corrective and preventive actions (CAPA)

Safety Compliance

-      Theo dõi việc tuân thủ các quy định của CAAV, Công ty, IOSA/ISAGO và các quy trình khai thác mặt đất.

Monitor compliance with CAAV regulations, Company requirements, IOSA/ISAGO standards, and Ground Operations procedures

-      Điều phối công tác kiểm tra an toàn nội bộ

Coordinate internal safety inspections

-      Hỗ trợ các đoàn thanh tra, kiểm tra và đánh giá bên ngoài

Support external inspections and regulatory audits.

-      Theo dõi việc thực hiện các hành động khắc phục sau kiểm tra, đánh giá.

Monitor implementation of corrective actions arising from inspections and audits

-      Quản lý hồ sơ tuân thủ an toàn

Maintain safety compliance records

C.    Phân tích dữ liệu và đánh giá hiệu quả An toàn/ Safety Performance Analysis

-      Thu thập, tổng hợp và phân tích dữ liệu an toàn khai thác mặt đất

Collect, consolidate, and analyze Ground Operations safety data.

-      Xây dựng các báo cáo thống kê và Dashboard an toàn

Develop safety performance dashboards and statistical reports.

-      Theo dõi xu hướng an toàn và các nguy cơ phát sinh

Monitor safety trends and emerging risks.

-      Lập báo cáo an toàn định kỳ tuần, tháng, quý và năm

Prepare weekly, monthly, quarterly, and annual safety reports.

-      Đề xuất các giải pháp nâng cao hiệu quả quản lý an toàn

Recommend safety improvement initiatives

D.    Công tác phối hợp/ Coordination

-      Phối hợp với các sân bay trong công tác điều tra sự cố và triển khai các biện pháp an toàn

Coordinate with airport stations regarding occurrence investigations and safety improvement actions

-      Phối hợp với các đơn vị phục vụ mặt đất về các vấn đề an toàn khai thác

Coordinate with Ground Handling Service Providers regarding safety matters

-      Phối hợp với các phòng ban liên quan trong các hoạt động về an toàn

Coordinate with Company departments on safety-related activities

-      Là đầu mối làm việc với cơ quan quản lý nhà nước về các nội dung an toàn khi được phân công

Liaise with regulatory authorities on Ground Operations safety issues when assigned

E.     Quản lý hồ sơ tài liệu an toàn khai thác mặt đất

Safety Documentation & Records Management

-      Quản lý cơ sở dữ liệu an toàn.

Maintain safety databases.  

-      Quản lý hồ sơ sự cố.

Maintain hazard records

-      Quản lý hồ sơ điều tra.

Maintain investigation records

-      Quản lý hồ sơ CAPA.

Maintain CAPA records

-      Quản lý hồ sơ theo dõi chỉ số an toàn.

Maintain safety performance records

-      Quản lý các báo cáo an toàn theo quy định.

Maintain statutory safety reports
